Lomita GPU Draft Environmental Impact Report (EIR)

The project team has completed the Draft Environmental Impact Report (EIR) for the General Plan Update. The Draft EIR analyzes the potential environmental impacts associated with adoption and implementation of the Lomita General Plan Update. The EIR is required under the California Environmental Quality Act (CEQA). Comments on the Draft EIR must be submitted to the address below, or by email by the close of the review period, which is by 5:00 p.m. on September 4, 2024:

Summary of Initial Community Input

In the Summer of 2023, the City conducted three General Plan Update Visioning Workshops, which provided an opportunity for community members and City leadership to identify key issues, challenges, and priorities that the City should address and consider as part of the General Plan Update. The City also hosted an online survey, which provided additional opportunities for input and participation.

The Outreach Summary Report (pdf) provides an overview of the outreach activities that have been conducted to date (Visioning Workshops, online survey, pop-up events) and includes a detailed summary of all of the public input received.

Additional opportunities for public input and participation will be provided during future stages of the General Plan Update process.

Environmental Review

The City is in the process of preparing an Environmental Impact Report (EIR) to study the potential impacts associated with implementation of the General Plan Update.

Notice of Preparation (NOP) of an EIR

Comments in response to the City’s NOP must be submitted in writing at the address or email below by the close of the NOP review period, which is 5:00 PM on Friday January 26, 2024:

The City will hold a scoping meeting to provide an opportunity for agency representatives and the public to assist the City in determining the scope and content of the EIR. The scoping meeting will be held on Thursday, January 11, 2023, at 5:30 PM. The scoping meeting will not discuss the merits of the Project, but rather the environmental topics to be included in the environmental review. The location of the meeting is as follows:

Current General Plan

The City of Lomita General Plan provides the policy framework to guide the City. The General Plan serves as the guide for long range planning of physical development within the community. Individual sections of the general plan can be viewed by clicking the links below. The last comprehensive update to the City’s general plan took place in 1998.
